分裂した労働組合を統一するため、全繊同盟、本部派組合、再建派組合の三者から統一委員を選出し、委員会を発足させた。第１回統一委員会は、1958年４月18日に開催され、同年10月２日、第17回の委員会で、10月25日の統一大会の開催、統一労組の概要を決定した。（『大いなる翼を広げて』オーミケンシ労働組合,1989,pp,140-143参照）。
