History
「人権争議」以前は特に女子寮では舎監から部屋長を通じて上位下達の仕組み浸透していたが、争議を通じ、自然発生的な自治会組織が出来上がっていった。1954年12月18日、大垣で開催された第１回寄対部長会議より、「寄宿舎とは労働条件である」ことが確認され、同月24日の団交で、会社は自治会専従者制度を正式に認め、専従者の給与については、会社が自治会に出している補助金から支払われることとなった。これにより、寮の管理は従来の舎監によるものから自治会によるものに完全に切り替わった（『大いなる翼を広げて』オーミケンシ労働組合,1989参照）。
